Upgrade price for personal edition

I have a dotTrace 3.0 Personal license that I would like to upgrade to dotTrace 3.1 Personal, but the upgrade price appears to be the same price as a new purchase of the Personal license. Is there no upgrade price for the Personal license?

I've sent this question to support a couple of times but I have yet to receive a response.
