Need to know how to use Docker in a virtual machine

My intention is to develop software to run within a virtual machine and within a container in this virtual machine, as well as to develop software that runs on a RaspBerry Pi 3B within a virtual machine there and within a container within the virtual machine on the RaspBerry Pi 3B.

The software to be develop and executed on my PC running Windows 10 Pro within the virtual machine and a container there has to communicate with the software to be developed and executed on the RaspBerry Pi 3B within a virtual machine there and within a container there.

The objective is to have the development of the software and its later execution to take place in an as secure as possible environment. I will later transfer this from the RaspBerry Pi 3B to an ARM controller with TrustZone, so far the ARM Cortex M33 and 23 have been presented by ARM will offer the secure environment.

The reason for me to publish this request for support is not to have to reinvent the wheel as to how PyCharm and CLion IDE's have to be used in an adequate workflow. This workflow or at least a statement about how virtualization and containerization combined can be used with both IDE's from Jetbrains!

Docker for the containers and VirtualBox for the virtual machine is what I do plan right now to use!
